Interesting that it could be possible for someone to think about doing something and then be punished for it when they haven't even done it yet.

It raises an interesting question. This is very similar to minority report. Can you actually charge someone before they have comitted a crime if they have done nothing wrong?

If they can establish intent and means, they should be able to convict suspects of crime. I'm not saying they should convict them for the same crime as if they had actually carried through with it, but they should still be punished. We've been convicting people on charges of "conspiracy to commit [input criminal action here]" for years.

Sneaky sneaky, but the two topics you're trying to draw together are a bit different.

The one case has individuals actually purchasing materials to carry out an attack while in this case it is the discussion of such ideas, which is what I had up for debate.
