Interesting that it could be possible for someone to think about doing something and then be punished for it when they haven't even done it yet.
It raises an interesting question. This is very similar to minority report. Can you actually charge someone before they have comitted a crime if they have done nothing wrong?
If someone plans to blow up a building but never goes through with it, have they done anything wrong?

they could misinterpret tanything...hell any plan can be an diea for a movie...anything...too much interpretation for it to work.
bullshit. if the evidence is there its convictable. It will be a less severe penalty than if the act occured but prevention is preferable to punishment.

If they can establish intent and means, they should be able to convict suspects of crime. I'm not saying they should convict them for the same crime as if they had actually carried through with it, but they should still be punished. We've been convicting people on charges of "conspiracy to commit [input criminal action here]" for years.

The United States arrested a guy for planning to blow up the Brooklyn Bridge. He had plans and explosives to do it and btw, he probably would have done it if it hadn't been for the Patriot act.

Except they actually did commit a crime already... Soliciting sexual activities to a minor over the internet. oOo:
MINORITY REPORT is simply "criminal intent" taken to its extreme.
The folks who have plans and what not - they can still be arrested even if the didnt actually do anything.

Sneaky sneaky, but the two topics you're trying to draw together are a bit different.
The one case has individuals actually purchasing materials to carry out an attack while in this case it is the discussion of such ideas, which is what I had up for debate.
